Mental Health Promotion Strategic Review for Chief Medical Officer for NI
(Prof Alan Ferguson, Dr Gerry Leavey, Dr Karen Galway, Ms Janeet Rondon, Mr Graham Logan) Commissioned by the DHSSPS to carry out a review of the strategy for mental health promotion and to advise on the development of a new mental health and wellbeing strategy for Northern Ireland. The review process involved; (1) examining international and national policy documents and research evidence; (2) consultation with key stakeholders involved in commissioning, delivering or benefiting from the three existing strategies across NI; (3) consultation with a panel of international experts. The final report, A Flourishing Society – Aspirations for Emotional Health and Wellbeing in Northern Ireland, is now available.

 | | Mental Health Promotion: Building an Economic Case
Building an Economic Case is the third policy document in a series commissioned by Niamh. This report, produced by Lynne Friedli and Michael Parsonage, uses economic analysis to develop the case for greater investment in both the prevention of mental illness and the promotion of positive mental health and demonstrates that the potential scale of economic benefits of preventing mental illness is considerable.

This document is drafted within the context of regional strategic
documents such as Investing for Health (March 2002) and Promoting Mental Health - Strategy and Action Plan 2003-2008. (DHSSPS 2003). The overall aim of the document is to highlight and prioritise areas of need in terms of mental health as we see it in Northern Ireland at present. It is not intended to be all inclusive, and part of a process rather than the end of a process.

This is the second policy document produced by Niamh with consultative
input from the Sainsbury Centre for Mental Health. It presents an estimate of the economic and social costs of mental illness in Northern Ireland, and aims to inform public and political debate about mental health beyond looking specifically at mental health services. This paper will be submitted to the DHSSPS Review of Mental Health and Learning Disability (NI).
